CITY COUNCIL MINUTES
FEBRUARY 25, 2019

Regular meeting of the City Council of the City of Two Harbors, Minnesota, held on Monday, February 25, 2019, at 6:00 p.m.
The meeting was called to order by President Glaser.
Members present, Councilors: Woodruff, Redden, Rennwald, Swanson, Jussila, Glaser. 6.
Members absent, Councilor: Erickson. 1.
Others present: Administrator Walker; City Clerk, Nordean; City Attorney, Overom.
Clerk Nordean proposed the addition of Consent Agenda Item No. 11 a resolution declaring slum and blighted area. Motion by Swanson and Jussila approving the agenda with changes as proposed. Carried.
Administrator Report:
Administrator Walker reported that a hearing has been set regarding the bill for the City's proposed local sales tax increase.
Public Works Committee:
Jussila reported on a meeting of the Public Works Committee with Jenna Udenberg and Deb Alm regarding accessibility within the City. He noted that staff will be touring City facilities with Udenberg for the purpose of providing suggestions for improvements to City facilities with regard to accessibility.
Trees & Trails Commission:
Rennwald reported on a February 21 meeting of the Trees & Trails Commission where the group discussed improved trails, wayfinding signs and proposals by Todd Ronning and Castle Danger Brewing for the planting of trees within the City.
Capitol Days:
Mayor Swanson reported on the recent trip to St. Paul where local officials had the opportunity to meet with several state representatives. They focused on the City's request for an increase in the local sales tax and the request for funding assistance for the proposed improvements to the City's Wastewater Treatment Facility. He noted that the meetings went well. There was little to no objection to the sales tax proposal, and a hearing on the bill has been scheduled. The next step with regard to the Wastewater Treatment Facility project is to gather details and continue work together for a strong message with the goal of securing as much special appropriation as possible.
Motion by Jussila and Redden that the following consent agenda items:
1.Approving minutes from the February 11, 2019 City Council meeting.
2.RESOLUTION NO. 2-81-19 ALLOWING CLAIMS AGAINST THE CITY OF TWO HARBORS, IN THE AMOUNT OF $1,991,828.49.
3.Approving payroll for the first half of February, 2019, in the amount of $216,264.81.
4.RESOLUTION NO. 2-82-19 AUTHORIZING PAYMENT TO BOLTON & MENK IN THE AMOUNT OF $7,910 FOR PROFESSIONAL SERVICES FOR THE CONSTRUCTION AND ADMINISTRATION OF THE MAIN LIFT STATION PROJECT.
5.RESOLUTION NO. 2-83-19 AUTHORIZING PAYMENT TO BOLTON & MENK IN THE AMOUNT OF $138,525 FOR PROFESSIONAL SERVICES FOR THE DESIGN OF THE WASTEWATER TREATMENT FACILITY UPGRADE PROJECT.
6.RESOLUTION NO. 2-84-19 ACCEPTING THE PROPOSAL OF IN-CONTROL FOR MATERIALS AND SERVICES FOR THE SCADA UPGRADE FOR THE EQ TANK AT THE WASTEWATER TREATMENT FACILITY, FOR AN AMOUNT OF $12,896.
7.RESOLUTION NO. 2-85-19 AUTHORIZING THE CITY OF TWO HARBORS TO SUBMIT A LOAN APPLICATION TO THE MINNESOTA PUBLIC FACILITIES AUTHORITY AND AUTHORIZE CITY OFFICIALS TO EXECUTE A LOAN AGREEMENT ON BEHALF OF THE CITY OF TWO HARBORS FOR THE WASTEWATER TREATMENT FACILITY IMPROVEMENTS.
8.Calling for a special City Council meeting for 7 p.m. on Tuesday, March 5, 2019 at the Community Center for the purpose of participating in the Two Harbors Transportation Plan - Public Review and Input Session.
9.RESOLUTION NO. 2-86-19 APPROVING THE RETIREMENT AGREEMENT BETWEEN THE CITY OF TWO HARBORS AND LARRY FABINI.
10.Authorizing expenses for the Mayor, City Council and Administrative Staff to attend the Two Harbors Area Chamber of Commerce Spring Banquet.
11.RESOLUTION NO. 2-87-19 DECLARING SLUM AND BLIGHTED AREA.
Be adopted as read. Carried by a unanimous yea vote of all members present on roll call.
Announcements:
Mayor Swanson thanked City Public Works Crews for their hard work during the recent record amount of snow. He expressed appreciation to the community for their patience during the snow removal, for doing their part to assist with clearing fire hydrants. He noted that the Chamber of Commerce Spring Banquet is coming up and encouraged everyone to attend. He pointed out that there is a transportation meeting scheduled for March 5th at the Community Center and encouraged anyone who is interested to attend. The mayor reported that he is working with staff on committee appointments and reappointments and noted that a meeting will soon be scheduled with representatives from all City committees for the purpose of reviewing policies, procedures and goals. He discussed the recent matter with regard to utility bills, noting that a letter had been sent providing information with regard to the waiving of penalty charges and providing an apology to customers. Swanson also noted that representatives from IRRRB will be in Two Harbors on March 19 and intends to conduct a listening session where individuals will be given an opportunity to participate. Further details will be provided once they become available.
Motion by Jussila and Woodruff that the meeting adjourn. Carried.
