Notice is hereby given that sealed Bids will be received by the City of Two Harbors, Minnesota until 2:00 p.m., June 18, 2019, at the Two Harbors City Hall, 522 First Avenue, Two Harbors, MN 55616, at which time they will be publicly opened and read aloud, for the furnishing of all labor and material for the construction of 2019 Multi-Aircraft Hangar. Major components of the Work include: hangar building construction, earthwork, site grading, concrete/bituminous paving, and turf establishment.
Bids shall be on the form provided for that purpose and according to the Bidding Requirements prepared by Short Elliott Hendrickson Inc. (SEH) dated May 17, 2019.
The Bidding Documents may be seen at the Issuing Office of Short Elliott Hendrickson Inc. located at 3535 Vadnais Center Drive Saint Paul, MN 55110-5196.

A pre-Bid conference will not be held for this project. Direct all questions to the Engineer five (5) days prior to opening of bids.
Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
A Contractor responding to these Bidding Documents must submit to the City/Owner a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3.
The successful bidder shall enter into and comply with the requirements of a Project Labor Agreement between the City of Two Harbors and the Duluth Building and Construction Trades Council ("Council")
Copies of the existing labor agreements for the Unions who are members of the Council are available upon request from the Engineer.
In case of any discrepancy between any prevailing wage rate that is applicable to the Project by law, rule or regulation (Federal, State or City) and the Project Labor Agreement, the wage rates providing the higher wages and benefits in the aggregate to workers will govern with respect to the determination of the applicable prevailing wage rules.
The Project Labor Agreement requires that all contractors participate in a meeting with the local union with jurisdiction over the work being performed by such contractor before such contractor commences work on the Project.
Bids shall be directed to the City Administrator, securely sealed and endorsed upon the outside wrapper, "BID FOR 2019 T-HANGAR CONSTRUCTION, TWO HARBORS MUNICIPAL AIRPORT."
The City of Two Harbors reserves the right to reject any and all Bids, to waive irregularities and informalities therein and to award the Contract in the best interests of the City of Two Harbors.
