The Two Harbors City Council approved the first of three readings on changes to the City Charter during a meeting Monday. There are four changes proposed by the Charter Commission. The first is to bring the library board's hiring process for a director and staff into compliance with the city's hiring process. The second is to change the charter so no more than one City Council member and Lake County Board member can have a seat on the library board.
The Minnesota House Capital Investment Committee visited the North Shore Wednesday in preparation for a public works bonding bill in 2018. The first stop for the committee was Two Harbors' waterfront. Mayor Chris Swanson gave a speech to the committee explaining that the city is looking for funds to do engineer work on a master waterfront plan. Minnesota Department of Natural Resources officials were on site during the meeting to answer questions from the committee members about their role in and opinion on the project.
The Two Harbors City Council is holding a special meeting Thursday to discuss and set the preliminary 2018 budget and levy. The meeting is scheduled for 6 p.m. in the City Hall Council Chambers. The preliminary levy is expected to be set at a maximum of an 11 percent increase. This increase would generate about $150,000 in new tax revenue. The final levy and budget will be set at the truth and taxation hearing on Dec. 19 at 6 p.m. Once the preliminary levy is set it cannot be raised, but could be lowered before finalized.
The Silver Bay City Council got an update on the Horn Boulevard project during its meeting Monday. Lake County highway engineer Krysten Foster said if the weather cooperates over the next few weeks, the contractor, Ulland Brothers, will be able to meet the original Oct. 6 deadline. Foster also told the City Council that the city's share for the project will now be around $83,000 after unexpected issues arose during the construction.

The Two Harbors City Council held a special meeting Wednesday to have a lengthy discussion about the Capital Improvement Plan 2018 projects.
The Silver Bay City Council approved a preliminary budget and levy at its meeting Tuesday. The levy was preliminary set at an increase of 7.4 percent. The levy increase will allow $25,000 for street repairs, $20,000 for capital improvements and $51,145 for the general fund. The city is still budgeting for the campground development at Black Beach. The city is also carrying over capital improvements to the City Hall roof and HVAC system and the street department wall and roof repairs.
Minnesota Highway 61 reopened to traffic at Taconite Harbor at about noon Friday, after an all-night effort to remove a railroad overpass that was struck and damaged by an oversized truck the previous day. Safety concerns about the damaged bridge — and then the fast-moving operation to remove the span — closed the highway and forced North Shore traffic onto a 27-mile, mostly gravel detour route just before the start of the busy Labor Day weekend.
The Two Harbors City Council approved Monday moving forward with the proposed solution to the groundwater issue on Seventh Street that arose during the Castle Danger Watermain Relocation Project.
The Lake Superior School District Board approved accepting a donation from Rick and Judy Osbakken at its meeting Aug. 10 in Two Harbors. The Osbakkens donated $4,500 to the Two Harbors High School football team for the purchase of new home jerseys, and to show its appreciation the team will display a sign at the football stadium thanking them for their donation.
