Internationally known artist Charles Kapsner puts the finishing touches on the first painting in a series of works that will be based at the Minnesota State Veterans Cemetery in Little Falls. The painting, dedicated to sharing the historical perspective of the Army, will be on display locally at the Duluth Depot Nov. 10-13.
